The ACCF makes the case that, given the need to maintain strong U.S.
economic growth and energy security, policymakers should develop a flexible
longterm approach to the potential threat of global warming based on technological
innovation, positive tax policies to promote investment in less-carbon
emitting equipment, and bilateral cooperation with developing countries.
