The Honorable Gary Gensler, former Under Secretary of the Treasury responsible for policies in the areas of U.S. financial markets, debt management, financial services and community development in the Clinton Administration and currently a Senior Advisor on the Hillary Clinton for President Campaign, spoke at the October 23 session of the ACCF forum, Conversations with the Senior Advisors to the 2008 Presidential Candidates.

Mr. Gensler outlined several of the economic policy issues Senator Clinton is addressing in her campaign and her proposals to solve the problems. Senator Clinton believes that America’s middle class is under siege, Mr. Gensler said.

Senator Clinton believes that America’s middle class is under siege, Mr. Gensler said. The increase in national wealth over the years has pulled toward the top end of the income scale but middle class incomes have been essentially flat. At the same time, the cost of essentials like health care, education, and energy, among other basic needs, continues to rise and there is increasing anxiety in the housing market. Senator Clinton wants to strengthen the middle class and restore the basic bargain: If you work hard and do your part, you can build a better life for yourself and your family.

Among Senator Clinton’s policy priorities are making health care affordable and accessible for every American, providing retirement secu-rity by rewarding saving and protecting pensions, and making college more affordable, among others. She has also developed proposals to bring about greater fairness in employment, trade and the tax code.

Nobel Laureate Edward C. Prescott Named ACCF Center for Policy Research Distinguished Fellow in Macroeconomics

Edward C. Prescott, the W.P. Carey Chair of Economics in the W.P. Carey School of Business, Arizona State University, a senior monetary advisor at the Minneapolis Federal Reserve Bank, and a 2004 Noble laureate in economics, is the ACCF Center for Policy Research’s Distinguished Fellow in Macroeconomics for 2007. Professor Prescott received the Nobel Prize for his lifetime of original thinking that has addressed some of the most important long-standing questions in macroeconomics. He shared the prize with Professor Finn E. Kydland of Carnegie Mellon University and the University of California, Santa Barbara.

Professor Prescott is known for his seminal work in policy analysis, business cycles, economic development, general equilibrium theory, and finance. His examination of time inconsistency in the context of government policymaking has helped shape the debate over the effec-tiveness of rules versus discretion in the conduct of economic policy. His work on business cycles has recast the way

 
economists think about economic fluctuations, arguing that they represent the optimal response of the economy to various shocks. Professor Prescott’s 2000 book, Barriers to Riches, argues that barriers to technology adoption are the dominant cause of the large differences in standards of living across countries. Known as being one of the most prolific producers of Ph.D. students in the economics profession, he has always generously offered his time, energy and inspiration to each of his students. Professor Prescott is a member of the Center’s Board of Scholars.

Noted International Trade Theorist Jagdish Bhagwati Joins Center Board of Scholars

 

The ACCF Center for Policy Research is pleased to announce that Jagdish Bhagwati, University Professor at Columbia University and Senior Fellow in International Economics at the Council on Foreign Relations, has joined the Board of Scholars of the ACCF Center for Policy Research.

Professor Bhagwati has been Economic Policy Adviser to Arthur Dunkel, Director General of GATT (1991-93), Special Adviser to the UN on Globalization, and External Adviser to the World Trade Organization (WTO). He has served on the Expert Group appointed by the Director General of the WTO on the Future of the WTO and the Advisory Committee to Secretary General Kofi Annan on the New Partnership for Africa's Development (NEPAD) process in Africa, and was also a member of the Eminent Persons Group under the chairmanship of President Fernando Henrique Cardoso on the future of United Nations Conference on Trade and Development (UNCTAD). Five volumes of his scientific writings and

two of his public policy essays have been published by MIT Press. He is the recipient of six festschrifts in his honor (celebratory publications presented by the authors and published in honor of someone). Professor Bhagwati has also received several prizes and honorary degrees, including awards from the governments of India (Padma Vibhushan) and Japan (Order of the Rising Sun, Gold and Silver Star). His latest book, In Defense of Globalization, was published by Oxford University Press in 2004 to worldwide acclaim.
