This new ACCF report describes the challenges facing states like California,
Oregon and the northeastern states as they try to slow greenhouse gas
emission growth. The study also reviews the slow progress in the European
Union on GHG reduction and suggests cost-effective strategies and a global
approach to slowing emission growth. It also examines the potential economic
consequences when such policies are implemented.
