Design of an Emission Trading Program: The American Council for
Capital Formation does not know how the Senate can design a mandatory
GHG reduction program that is consistent with the Sense of the Senate
Resolution -- the program should not significantly harm the US economy
and should engage comparable action by other nations that are major
trading partners and key contributors to global emissions. Before
the US adopts an emission trading system (ETS) for greenhouse gas emissions,
it would be wise to examine how the European Union is faring with its
ETS.
